Ship Inspection Report (SIRE) Programme Vessel Inspection Questionnaire for Oil Tankers, Combination Carriers, Shuttle Tankers, Chemical Carriers and Gas Carriers 3rd Edition 2005 1st May 2005 Draft 2 Oil Companies International Marine Forum 2 2 SECTION 1 1.1 The purpose of this Interim Vessel Inspection Questionnaire The new SIRE Vessel Inspection Questionnaire has been under development since 2002. It should be noted that this is an interim publication and, except in specific instances, does not contain references to the International Safety Guide for Tankers and Terminals (5th Edition) (ISGOTT) that is also currently under development. The final publication of a series of new Vessel Inspection Questionnaires will be released with appropriate references to ISGOTT when ISGOTT is published. In view of the significant legislation that has been either revised or introduced since publication of the 2nd Edition of the VIQ in 2000, OCIMF are releasing this Interim VIQ to provide up-to-date questions and guidance to assist SIRE accredited ship inspectors in the conduct of their inspections. Inspectors and other SIRE programme participants will be informed when the final version of this 3rd Edition of the Vessel Inspection Questionnaire is published. Use of this Interim VIQ will be discontinued thereafter. 3 3 SECTION 2 2.1 History of the SIRE Programme In 1993, OCIMF established a Ship Inspection Report (SIRE) Programme, which enabled OCIMF members to submit their ship inspection reports to OCIMF for distribution to OCIMF members and certain qualifying non-OCIMF members. Participation in the original programme, as either an inspecting OCIMF Member or a programme recipient, was strictly voluntary and each programme recipient determined independently how to evaluate the information contained in the reports received from OCIMF.
