Each county rich, can the country strong. Developing county economy is one of the most important way to develop Chinas economic, and the third industry can promote the development of county economy. In this paper, there is a detailed and in-depth analysis about the development of the third industry in Tengzhou, including status, characteristics, advantages and problems. There are many problems, such as not scientific planning, industries can not contact between closely, the low urbanization level and Low efficiency development. Based on this and from the perspective of circular economy, the suggestions are as follows: the government must improve the service level and plan scientifically; the development of the third industry can rely on other industry; it can rely on social benefit to increase the development power; potential project can promote industry. Only in this way, Tengzhous third industry will be better and produce a series of economic and social benefits. The third industry in Tengzhou will eventually become a cyclic economy.
