College of Architecture and Surveying Engineering, Jiangxi University of Science and Technology, Ganzhou Jiangxi 341000) Abstract: Southern ionic rare earth mines are located in remote mountainous areas with high mountains and dense forests. Illegal mining repeated due to the extremely simple mining technology and high profits, and it brought serious environmental problems. Therefore, in order to protect the rare earth resources and curb illegal mining, the scientific and efficient rare earth mining need be supervised. Firstly, from the perspective of the destruction of the rare earth mining on the regional environment and the legal basis for public participation in environmental governance, the feasibility of public participation in the regulation of rare earth mining was analyzed. Then according to the regulation demands of rare earth mining, in the eclipse and visual studio 2010 development environment, supervision function module of rare earth mining was constructed by ArcGIS API for JavaScript and ArcGIS API for JavaScript technology. Finally, public participation supervision platform system of rare earth mining was developed, and it can be used as a strong complement to the government regulation of rare earth with a certain practical value. Keyword: Southern rare earth; Public participation; Illegal exploitation of rare earth; supervision 南方离子型稀土矿点大多位于偏远山区，山高林密、矿区分散、矿点众多，导致监测和管理成本高、难度大，非法开采屡禁不止[1-2]。无序粗放式的资源开发方式给当地带来了严重的生态环境问题，造成农田荒芜和水源污染，民间冲突加剧，群体性事件频现,严重威胁当地居民正常生活[3-5]。由于稀土矿点规模小且分散，隐蔽性高，政府监管部门监管难度大，经常顾此失彼，遏制非法开采，保护矿区环境成为稀土矿区治理的最为突出问题。随着空间信息科学的快速发展，近年来
