《出生医学证明》签发分析及管理[摘要] 目的 完善现行《出生医学证明》管理办法，减少补发、换发及废证数，从而更好地服务于社会大众。 方法 从2007~2010年签发情况登记本、《出生医学证明》管理软件中提取相关资料，核对年报表，按补发、换发、废证原因分类，进行描述性分析。 结果 2007~2010年共使用4 218套《出生医学证明》，其中，首次签发3 587套，换发138套，补发41套，废证452套。 结论 家长不了解《出生医学证明》法律效力、重要意义及工作人员不了解办证原则、责任意识不强是造成换发、补发、废证的主要原因。 [关键词] 《出生医学证明》；签发；管理 [中图分类号] R17 [文献标识码] B [文章编号] 1673-7210（2012）01（b）-165-02 Analysis and management of medical birth certificate SU Yonghong Department of Prevention and Health Care, the First Hospital Affiliated to Yangtze University, Hubei Province, Jingzhou 434000, China [Abstract] Objective To perfect the existing management method of medical birth certificate, reduce the replacement, renewal and waste number of certificate, in order to provide better serve to public. Methods From 2007 to 2010 data was selected from record copy of medical birth certificate and management software of medical birth certificate. The annual reports were checked, according to the classification of replacement, renewal and waste of medical birth certificate. The data was analyzed descriptively. Results A total of 4 218 sets of medical birth certificate were used from 2007 to 2010, among which 3 587 sets were issued for the first time, 138 sets were renewal, 41 sets were complementary and 452 sets were waste. Conclusion The main reasons of replacement, renewal and waste of medical birth certificate are that parents do not understand the legal validity and important significance of medical birth certificate, and staff do not understand the principles of accreditation and have strong sense of responsibility. [Key words] Medical birth certificate; Issue; Management 《出生医学证明》是根据《中华人民共和国母婴保健法》的规定出具的，证明在中华人民共和国境内出生的新生儿出生时的健康及自然状况、血亲关系，是申报国籍、户籍、取得公民身份号码的法定医学证明[1]，是婴儿的“人生第一证”，其使用范围和涉及领域日趋广泛。依法加强和规范对《出生医学证明》的管理，对规范出生人口登记，加强母婴保健工作具有重要的意义[2]。长江大学附属第一医院于2007年开始《出生医学证明》的签发，经过几年不断的持续改进，取得了较好的效果。现对2007~2010年我院《出生医学证明》的使用情况进行客观统计分析，并找出目前存在的问题，以探讨进一步完善现行管理办法，减少补发、换发及废证数，更好地服务于社会大众，报道如下： 1 资料与方法 1.1 一般资料 本研究资料
