(The Decline of Developmental State) 2005 5 Developmental states played a leading role in promoting economic development in Northeast Asia. However, the Asian financial crisis made people question the continuity of such a role. This paper discusses the question of the decline of developmental state. Starting from the 1980s, developmental states in Northeast Asia have been facing strong challenges both from outside and from inside, which led to the transformation and even the decline of the developmental states. By comparing South Korea and Taiwan, this paper nevertheless points to different routes of such transformation, and argues that its explanation lies in different government-business relations in South Korea and Taiwan, which were shaped by different historical institutions. Thus, this paper opens a new angle to the research on the decline of developmental state.
