申论热点促进旅游业发展的对策（On the hot spots the countermeasures to promote the development of tourism industry） Tourism is a service industry which combines economic and social functions, combines traditional and modern, productive and living, labor intensive and capital, knowledge intensive, and has obvious comparative advantages. In the new century and new stage, Chinas tourism industry is in a critical period of accelerated development. It faces both important development opportunities and severe challenges. Along with the economic globalization and the further development of regional economic integration, industrialization, urbanization, marketization and internationalization accelerate, peoples tourism demand will increase significantly, put forward new and higher requirements to the development of the tourism industry. On the one hand, Chinas tourism industry will continue to maintain rapid growth. According to Chinas tourism development 11th Five-Year plan, by 2010, the tourism industry will become an important industry of our national economy. By then, the National Tourism added value is expected to account for about 4.5% of GDP, accounting for the service industry added value above 10%; tourism foreign exchange income accounted for more than 40% of exports of trade in services; tourism employment accounted for more than 5% of the total social employment. By 2020, the added value of Chinas tourism industry is expected to account for about 6% of GDP, accounting for more than 12% of the added value of the service sector. On the other hand, Chinas tourism industry is facing the optimization of the industrial structure, change the mode of growth, improve the quality and level of development of the arduous task, urgent need from extensive management to intensive management changes, enhance the quality to change from quantity expansion, from the basic need to meet people travel for transition to provide high quality tourism services.
