Flash flood is one of major natural hazards t hat occurred in mountainous areas. Therefore emphasis should be given t o t he reduc- t ion of vulnerability in urban areas,w hich requires an effect ive management for flash flood risk in order to make recommenda- t ions for prevention, preparedness and response. This paper discussed some main aspects concerning risk management,w hich in- volve risk analysis, action preparedness and disaster response for urban flash flood mitigation. The suggested framew ork for ur- ban flash flood mitigation is significant to provide government decision-makers and planners w ith a scientific basis for urban safety and security .
