 Higher education in Sweden.  Disability research in Sweden. The Swedish Equality Ombudsman.  Output: Sweden has a relatively well-educated population; 30% of the Swedish population between 30 and 64 years has taken a minimum of 120 higher education credits, equivalent to two years of full-time study.  Opportunities: Tuition free for Swedish citizens and loan/allowance available for living costs.  Providers: There are 13 public-sector universities and 20 public-sector university colleges in Sweden. In addition there are 14 independent HEIs (higher educational institutions) ◦ The Parliament decides which public-sector HEIs are to exist. ◦ The Government can decide whether a HEI may use the title of university.  Activities : Teaching and research, including “the third task” an obligation to interact with the surrounding society, as well as ensuring that benefit is derived from their research findings.  Funding: Sweden devotes 1.7% of GDP to higher education and research, half of which goes towards research and third cycle (doctoral) programmes. ◦ The Parliament decides on funding for the HEIs.  A discipline which is both under expansion as well as under transformation.  A major factor was the adoption by the Government of a National Disability Policy in 2000: “From patient to citizen”. ◦ It established 3 main task:  identifying and removing obstacles to full participation in society for people with disabilities;  preventing and fighting discrimination against people with disabilities;  making it possible for children, young people and adults with disabilities to lead independent lives and to make their own decisions in life.  Today there is a national network for disability research and most universities have a coordinating institution/network on disability research.  The example of Lund University: CERTEC and HAREC.
