摘 要 随着农村外出劳动力的增加，土地流转已被国家法律和政策承认并得到鼓励发展。但是，我国农村土地流转的制度体系还处在创设阶段，制度和理论上均存在不少空白，本文研究并分析影响农村土地流转率的各个因素，探寻每个因素在不同层面上的具体影响作用，从而协助政府制定相关的支农和土地政策，以高效的方式促进农村土地流转和农业规模经营和生产进步。 本文以当前农村土地流转经营现状为出发点进行研究，宏观微观层面不同的方法研究不同的因素在其层面上的作用机制在宏观研究当中，通过对耕地面积、人口特征、文化程度和参与流转主体等因的分析，得出了耕地面积、城镇化水平、劳动人口比重、高中文化占人群中比重和农村集体组织参与度等因素与土地流转率成正相关关系，同时也发现农村人口大小和义务教育普及程度等因素在宏观上并没有达到理论中应有的影响作用；微观层面分析中，本文对农户的风险偏好做了较为细致的研究，发现农户普遍存在缺少社会养老或医疗保障，农村土地交易信息缺乏，农村集体组织参与程度还不够高等问题，而这些问题的出现在很大程度上阻碍了农村土地流转和土地规模化经营的健康发展 针对上述结论，本文提出农村社会保障体系土地产权强化产权宣传，提高农户社会保障水平，鼓励村集体组织积极参与农户土地流转活动的举措等政策性建议。 关键词：土地流转 规模化经营 风险偏好 Abstract：rural surplus labors from the country to the city, land transfer has been acknowledged by the national laws and policies and encouraged.
