2015 （第三届）中国水利信息化与数字水利技术论坛论文集 上海水资源管理与考核指标体系信息化建设探索 1 1 张弛，潘崇伦 （1.上海市防汛信息中心，上海，200050） 摘要：本文阐述了水资源管理与考核指标体系存在的问题，分析了上海市水资源管理的业务特点，梳 理了最严格水资源管理的指标项与指标层次关系，建立了与水资源三条红线与责任考核制度相适应的 指标体系，梳理基础数据，以指标产品作为支撑，实现指标数据的采集、处理，形成了水资源管理与 考核指标，为业务管理与决策提供支持。在进行指标体系建设的过程中，设计了指标体系的基本架构， 对上海市水资源管理与考核的信息化建设应用进行了有效探索，为实现最严格水资源管理提供了技术 支撑。 关键词：水资源管理，指标体系，信息化 The Exploration of Informatization Construction on Index System about water resources management and assessment in Shanghai 1 1 Chi Zhang ，Chonglun Pan （1.
