保定地区“新农合”问题研究 摘要 随着我国经济与社会的不断发展，越来越多的人开始认识到，“三农”问题是关系党和国家全局性的根本问题。而医疗问题也是当今社会最受关注的问题之一。新型农村合作医疗（简称“新农合”）为解决“三农”和医疗问题的提供了一个解决模版。新农合是由我国农民自己创造的互助共济的医疗保障制度，在保障农民获得基本卫生服务、缓解农民因病致贫和因病返贫方面发挥了重要的作用。新农合实施至今已十年有余，随在不断完善，但仍然存在诸多问题。此次研究放眼于全国，聚焦在河北，着眼在保定，从我国新农合实施的背景和发展历程入手，通过对保定地区新农合实施状况的分析，重点研究保定地区新农合实施过程中存在的问题，并据此提出针对性的建议和意见。 关键词：新农合，保定地区，问题 The Study of NRCMS at Bao Ding City Abstract With the development of economy and society of our country, more and more people have realized that the three agriculture-related issues is the fundamental problem concerning the overall importance of the party and the country. And health care problems is also one of the most pressing questions in current society. New rural cooperative medical system( hereinafter referred to as NRCMS) has provided a template for solving the three agriculture-related issues and health care problems. The NRCMS is an interdependent medical insurance system established by the farmers of our country, which has played an important role in guaranteeing farmers to access to basic health services and relieving farmers’ pressure brought about by illness-related poverty. It has been ten years since the implement of the new rural cooperative medical system. Although it has been constantly improving, it has existed many problems. This research takes a look at the whole country and focuses on He Bei Province and eyes at Bao Ding City. It has started with the background and the development of the implement of the new rural cooperative medical system. And by analyzing the implement condition of the new rural cooperative medical system of the Bao Ding city, it mainly studies at the problems existing in the process of implement and puts forward pertinent suggestions and comments.
