大数据环境下基于EA的政府应急信息资源规划研究* 郭路生 刘春年 摘 要 [目的/意义]为了适应大数据环境和突发事件的特点，解决应急领域跨部门、跨系统的信息资源共享、系统集成和业务协同问题，从系统的、全局的视角来规划应急信息资源。[方法/过程]本文研究了基于EA的应急信息资源规划的必要性、可行性和理论基础，建立了基于EA的信息资源规划的总体框架和流程，设计了EA及其内容元模型，讨论了架构和架构层的构建方法，通过实例模拟了大数据环境下应急信息资源规划的过程。[结果/结论]实例的模拟说明基于EA的信息资源规划的框架、流程和方法是可行的；它是一种系统的规划,可以更好适应大数据的复杂环境，解决信息共享、系统集成和业务协同问题，为政府应急信息资源规划提供参考。 关键字 信息资源规划 应急管理 企业架构 大数据 EA 中图分类号 G203 Research on government’s emergency information resource planning based on EA in big data environment Guo Lusheng, Liu Chunnian Abstract [Purpose/Significance] To adapt to the environment of big data and the characteristics of emergencies, and to solve the problem of information resources sharing, system integration and business coordination in the cross sectored, cross system emergency domain，the emergency information resources are planned from the perspective of system and overall situation.
