October 3, 2003 TO INTERESTED PUBLISHERS: Subject: Statement of Intent to Bid Instructional Materials - Proclamation 2002 This year’s Statement of Intent to Bid (SOITB) forms have been created in Microsoft Excel format. The SOITB is required for participation in the adoption process. The SOITB should be completed and sent to the agency electronically. Publishers are also required to submit one set of hard copy forms with original signatures. We are requesting that publishers submit their SOITB between November 17, 2003 and December 5, 2003. The deadline for SOITB forms is December 5, 2003 at 5:00 p.m. No exceptions to this deadline date are allowed. We are currently organizing a publisher orientation conference for all publishers planning to submit SOITBs. The proposed dates are October 16-17, 2003. We would like to request that publishers wait until after the orientation conference to submit their SOITB. Publishers will be asked to bring a hard copy of your SOITB with you to the orientation conference. More information about the publisher orientation will be sent to you as it becomes available. Each proclamation advertising for bids on new instructional materials issued by the State Board of Education (SBOE) contains a schedule of adoption procedures, Texas Essential Knowledge and Skills (TEKS) for the subject areas/grade levels being called for adoption and maximum costs to the state for programs that will be offered for adoption. Instructional materials to be reviewed in 2004 are included in Proclamation 2002, which was issued by the State Board of Education in May 2002 and contains amendments dated July 11, 2003 and September 12, 2003.
