Purpose. The purpose of this letter is to provide guidance for the upqradinq of fire prevention, fire detection, fire protection-and smoke control systems in existinq power plants. Means of emergency access and egress from the power plant, and the use of fire uesistinq materials when mdifyinq or installing new equipment or material in the power plant is also addressed. 2. Applicability. This letter applies to all HQUSACE/OCE elements and field operatinq activities having responsibility for Civil Works hydroelectric power plant projects. 3.
