发展新兴战略性产业：制造业与服务业并重 裴长洪/郑文 【专题名称】产业经济【专 题 号】F3【复印期号】2010年05期【原文出处】《当代财经》(南昌)2010年1期第81～88页【英文标题】Develop New Strategic Industries: Equal Emphasis on Manufacturing Industry and Service Industry【作者简介】裴长洪，中国社会科学院 财政与贸易经济研究所，北京 100836；郑文，江西财经大学 国际贸易学院，江西 南昌 330013????裴长洪，中国社会科学院研究员、博士生导师，主要从事国际贸易与投资研究；郑文，江西财经大学讲师、博士，主要从事国际贸易理论研究。 【内容提要】 我国发展新兴战略性产业，首先要发展先进制造业，其次要发展现代服务业。我国仍然处在工业化发展过程中，还未完成工业化，特别是还未完成工业现代化；在国际分工中，我国制造业基本上仍然处在中低端；此外，制造业的发展有利于推动中国城市化的进程，这三方面决定了我国仍然必须坚持继续发展制造业。就制造业和服务业二者关系看，一方面，发展制造业，尤其是发展先进制造业，可以促进制造业企业功能服务化，促进制造业服务外包，催速供应链管理的发展，因而能促进现代服务业的发展；另一方面，制造业产品和制造业企业的竞争优势都需要服务业的支撑和增强。In order to develop new strategic industries, China should firstly develop the advanced manufacturing industry before the development of the modern service industry. At present, China is still under the development of industrialization, in particular, in the process of industrial modernization. In the international division of industries, Chinas manufacturing industry is still basically at the middle-and-lower end; in addition, the development of the manufacturing sector will help promote Chinas urbanization process. These three facts decide that China still has to insist on continuous development of manufacturing industry, As for the relationship between manufacturing industry and service industry, on one hand, to develop manufacturing industry, especially the advanced manufacturing industry, can promote the service-oriented function of the manufacturing enterprises, promote the service outsourcing of the manufacturing industry, and speed up the development of supply chain management, so as to promote the development of modern service industry.
