By means of the advanced computer technology to solve the growing traffic congestion problem, is the urgent demand. It is also the development trend. Electronic Toll Collection System is an important part of intelligent transportation systems.?Since electronic automatic payment is used, the highway toll become more esaier, and the traffic pressure is relieved. It also improve the level of expressway management and service, reduce the vehicle brake, exhaust emission, energy consumption, and protect the environment. This paper raised a charging scheme combined ETC and MTC, based on analyzing the development status of ETC technology domestic and international. It detailed analyzed the overall structure of the system, hardware and software components and work?principle and so on.? Instead of a host computer, this system is based on a machine with ARM9 embedded chips, linux environment, powerful Qt graphics library, in order to improve the integration and stability of the system.
