两型社会与科技社团关系的机理研究 ———以武汉城市圈为例 （肖莲英2011311110061） 摘 要 科技社团是推动国家科学技术发展的关键要素，也是武汉城市圈两型社会建设的重要要素，但是当前的科技政策及其体系与两型社会对科技发展的新要求还有不小差距，这已经或将会对武汉城市圈两型社会建设产生种种不利影响，因此，建一些健全完善、运行良好的科技社团，对于武汉城市圈两型社会建设具有重要的理论意义和实践意义。 本文运用系统科学、科技哲学、政策科学、管理科学等多种科学理论和方法， 分析了两型社会、科技社团的基本概念，对两型社会思想的历史渊源进行回顾与探究，对科技社团的演化确立了武汉城市圈两型社会科技社团的基本模型并说明了其运行方式。最后，分析了现有科技社团的三个问题：即科技社团的针对性不明，科技社团的协调度不够，与会员的联系不够密切。同时，分析了两型社会中科技社团的结构、功能及特点。接着，从论证两型社会科技社团构建必要性和可行性开始，揭示了两型社会对科技社团的根本要求，并根据这要求提出了两型社会科技社团构建的基本原则和方法。并针对这些问题提出了三个解决方案。首先是加强整体设计，提高科技社团的适用性、合法性、科学性，推行两型技术标准化政策。第二是精心组织，提高政策体系的协调度。后是转变观念，明晰政策主体的价值导向性。 关键词：两型社会；科技社团；机理研究 ABSTRACT The association of science is to promote the development of science and technology is the key elements, Wuhan city circle two style society construction An important factor, but the current science and technology policy and its system with Type Two Diabetes Society on the development of science and technology new requirements to still have not little difference, this has been or will be on the Wuhan city circle two style society construction to produce all sorts of adverse effect, accordingly, build perfect, run good science and technology community, the Wuhan city circle two style society construction has the important theory significance and the practical significance.
