毕业 论文 中国民用航空运输安全管理的研究 The Research on Transportation Safety Management of Chinese Civil Aviation中文摘要 改革开放以来，我国民航业取得了举世瞩目的成就。安全水平也不断提高。但由于航空运输的特点，一旦发生安全事故，将直接给人民的生命财产造成了巨大的损失。因此，系统、科学地研究我国民航安全管理，提出未来我国民航安全管理的总体对策和基本模式以及实施步骤，提高我国民航的安全水平，有着重大的实践意义。 本论文从三个部分对中国民航安全管理的分析，比较了安全管理在国内外的情况及其对中国民航的启示。研究了大量国外民航安全管理实践，提出了国际民航安全管理经验给我们的借鉴。其次，阐述了我国民航发展和安全状况，通过采用定性与定量相结合的分析方法，针对当前我国民航面临的形势，找出了我国民航安全管理所面临的主要问题，提出了指导思想和战略目标。再次，提出了有理论指导、且符合实际、具有一定操作性的民航安全管理对策与措施，对行业发展具有较强的现实意义。 关键词:民航，安全管理，对策Abstract Since the reform and opening up, Chinas civil aviation sector has made remarkable achievements.The security level is also rising. However, due to the characteristics of the air transport security incidents directly to peoples lives and property caused tremendous losses. Therefore, the system, the scientific study of Chinas civil aviation safety management proposed future overall Countermeasures of Chinas civil aviation safety management and the basic mode and the implementation of steps to improve the level of safety of civil aviation in China, has great practical significance. The papers from three parts of Chinas civil aviation safety management analysis, comparison of the safety management at home and abroad and its effect on Chinas civil aviation.
