After the reform and opening up, the household contract responsibility system is the product of building a new socialist countryside. Into the 21st century, our country due to the requirement of urbanization and modernization, began a new era of building a new socialist countryside, but in the new rural construction, there have been all kinds of waste of resources, to the rational use of resources and new rural construction tremendous obstacles.
