The functions of the evaluations aim to answer the following questions: (1) whether the schools and teachers understand the meaning of the evaluation; (2) whether the attitudes of the teachers towards schools in regard to special education instruction and administration are positive; (3) whether the bureau’s supervision and solicitude as well as supports of budgets and equipments for special education are credible; (4) whether the viewpoints and expectations of the scholars and evaluation experts as well as the cognition, communication and demands of the county, school, teacher and parents are fully expressed; and (5) whether the communication and coordinations between the central and local governments about decision-making and execution, as well as the assistances and requests from the governments, were efficient and harmonious.
