That is why the planning Environmental Impact Assessment of the coal mining areas can not be simply applied to the index system and evaluation method of Project Environment Impact Assessment. It is necessary to actively explore the index system and method for comprehensive assessment on the overal planning-environmental impact in coal-mining areas. In this paper, firstly, we identified the potential environmental impact of coal mine areas planning implementation, and analyzied the existing indexes on the basis of selected indexes. Secondly, we established the index system of the coal mine planning environmental impact assessment by DPSIR model, used the Analytical Hierarchy Process to identify indexes and divided evaluation index rating according to some relevant standards and information. The method namely Fuzzy Comprehensive Evaluation was adopted to comprehensively evaluate the overall planning-environmental impact.
