MODEL ADMINISTRATIVE RULES FOR THE ORTHOTICS, PROSTHETICS AND PEDORTHICS PRACTICE ACT Preface: Administrative Rules are the interpretation and implementation of the Law. These rules should use outside standards such as the Commission on Accreditation of Allied Health Education Programs (CAAHEP) and the National Commission on Orthotic and Prosthetic Education (NCOPE) education standards; international/national guidelines such as the International Society for Prosthetics and Orthotics (ISPO) Category I; and the American Board for Certification in Orthotics, Prosthetics and Pedorthics, Inc. (ABC) Scope of Practice and Code of Professional Responsibility to support State regulations. Administrative Rules cover such topics as examinations, fees, supervision and continuing education. These are the areas that will be expanded upon during the rulemaking process. This is where the State will give authority to an outside body or use their established national/international standards. It is much easier to modify administrative rules than the law. Section 1. Authority. Implementing the (State’s name) Orthotics, Prosthetics and Pedorthics Practice Act. Section 5. Source. As used in this Act: “ABC” means the American Board for Certification in Orthotics, Prosthetics and Pedorthics or its successor. Act means the (State’s name) Orthotics, Prosthetics and Pedorthics Practice Act Agency means the Department of Professional Regulation (or other State agency which oversees Health Professions). “Assistant” means a person who is educated and trained to participate in comprehensive orthotic and/or prosthetic care while under the supervision of a licensed orthotist and/or licensed prosthetist.
