This paper explains the importance of reliability and validity and why should we focus on them when we make language testing paper. Besides, list various factors that affect reliability and validity. Key words: reliability, validity, language, testing. Introduction We have already attended so many language examinations, and we also made many question papers for the language learning students. When we think the problem how to make a good test paper, and how to test the students effectively, what kind of test paper is the best to test their language ability? Those are the problems that need to be investigated for language teachers. Reliability and validity are the most important and necessary standards when judging the language testing. I. The Reliability in language Testing Reliability is a measure of the extent to which a test producesconsistent results across different characteristics of the testing situation．There are three components of test reliability， the reliability of the testitself，the performance of the candidates from occasion to occasion，thereliability of the scoring．It is not possible to eliminate inconsistencies entirely. What can be done is trying to minimize the effects of thosepotential sources of inconsistency through test design. The reliability of a measuring device is high when many variationsin readings represent true difference between the individuals beingtested. The reliability of a test is its consistency: same results should beobtained wherever the test is used. Comparison with different tests: i.e.whether the students take one version of the test, the result should be thesame.
