A polyacrylic ester emulsion modified by vinyl silicone oil was prepared with anion and nonionic surfactant as emulsifier by means of polymer hemicontinuous dripping. The silicone-acrylate latexes were prepared in graft polymerization. Preparing process was established .A series of silicone-acrylate emulsion were tested and their properties were analyzed. The results showed that some characteristic of latex changed obviously by vinyl silicon oil. We elected the silicone-acrylate emulsion that modified by 6% vinyl silicon oil content as a percentage by mass of whole monomer, as the film former of the watercraft rust-based anti-rusting coating. New type of watercraft rust-based anti-rusting coating has been developed by silicone-acrylate emulsion, preservative, inhibitive pigment, extender, filler and etc. The method of orthogonal experimental design was introduced. Using emulsion quantity, translation, inhibitive pigment and buffer solution as influence parameters, three-lever experiments had been designed. Through analysis and testing of the paint and paint film, three better capability rust-based anti-corrosive paints were filtered. Moreover, we contrasted the capability
