By analyzing the current situation of related issues in Shanghai, the paper pointed out that the long-term care of d isabled elders in urban commun ities is an emergent challenge w ith a situation of laking suitable service and sufficient care beds, wh ich involvedmany groups. The issue of disabled elders in urban commun ities is a fundamental civilian w elfare program w hich constitutes a real test to ourmoral bottom line. Basing on the analysis, th is paper proposed to explore the establishment of the long-term community service system, wh ich is independent on med ical insurance system. The community-based long-term care w as recommended as the core to serve the d isabled elders, and all policies and meas- urement should be suitable for Ch inaps national conditions.
