Abstract: H igh-end maritime services are the cor e businesses of shipping serv ice cluster. T hrough classifying t he
mar itime serv ices, g ov ernment funct ions in the pr ocess of service cluster are analy zed. T he concept of mar itime
serv ice cluster is defined, and the character istics of maritime service cluster in it s evolutio n pr ocess and at every
stage ar e clarified. A ccording to analysis, the appro aches to study maritime serv ice cluster evolution can be div ided
into three categ or ies, i. e. Specializatio n principle based, N ew Geographical Economics based and A g glomerat ion E-
co nomics based. Follow ing t he thr ee approaches, the dynamic mechanism of evolut ion is ex pounded in the respects
of ex og enous force and internal power .
