Based on the global practice, the consumption of electricity and medicine can be reduced by 15%35% after the system reform. If the reduction is counted as 20%, the annual reduction of electricity consumption is 1.5-2 billion KWH, which can both save operation cost and indirectly reduce large amount of carbon. Through the energy recycling of anaerobic sludge digestion process, the sewage treatment can achieve the energy self-supply rate as much as 20-30%. After taking the measures of throttling and open source, the energy self-supply rate of some Europe sewage treatment factories is over 60%. As the fact that the annul sludge production is about 5.4 billion ton and the anaerobic sludge digestion rate is less than 5%, the space for energy development and recycling is huge.
