School of Law, Nankai University, Tianjin 300071, China) Abstract: The government is the largest supplier for old-age security legal system. And it plays a leading role in the construction of the old-age security system. With the aging trend accelerated, people should draw lessons from foreign countries which made a scientific orientation of old-age security legal system. That is, the government is positioned in the roles of guidance, supervision and management. To realize its orientation, the current old-age security laws and regulations policy system should be improved, the government’s leading position should be played, the supervision and management responsibility should be strengthen and a standardized financial supply mechanism and endowment service system should be constructed.
