ABSTRACT Public transit system was the most important constituent of urban transit system in China. As the rising public transit model, the Bus Rapid Transit (BRT) was the key to the sustain development of urban transit to our country. Rapid public transit system was a complex system, based on the achievement of BRT in China and abroad, the paper began with the situation of society and economy in Mianyang city as well as the trend of urban transit, and pointing out the pressing for Mianyang to developing BRT, for the city urban transit and public transit operating status, the paper analized four systems which included the public transit system, the demand and forecast of the passenger system, the planning and design system and the construction planning and projiect management system with the methods which were system analysis, projiect management, transport planning, and provided effective support for the implementation of the public transit construction. Firstly, based on the current situation of urban transit and public transit in Mianyang, the survey date of public transit was analyzed. And the classic Travel-Demand Model was selected to forecasting the passenger flow volume, and proved the necessity of BRT for Mianyang city. Secondly, on the result of passenger flow volume forecasting, the planning and design was discussed for Mianyang BRT in 4 aspects, such as public transit networks, bus terminal, bus capacity, operational and signal priority system. Moreover, some strategy were brought forward and discussed, such as BRT networks with 2 east-to-west routes and 1 north-to-south route, bus only lane by sides, constructing bus terminal in Transit-Oriented Development model, 1
