摘要 关于养老金的调整,世界上大多数国家都建立了养老金指数化调整机制, 养老金调整一般采用与工资指数、消费物价指数或工资与物价指数相结合的三 种指数相挂钩,进行自动或非自动调整。而我国现行的基本养老金调整采用的 是临时性补贴措施,具有较大的随意性和不确定性,缺乏统一规范的养老金正 常调整机制。 本文在总结分析我国现行养老金调整方法的基础上,指出了其中存在的问 题和缺陷,强调提出了我国建立养老金正常调整机制的必要性及所应遵循的理 念和原则,并以此理念和原则为出发点,以城镇居民人均可支配收入为参照指 标,提出了建立基本养老金正常调整机制的核心模型。 本文的内容包括六个部分:一是导论,主要是问题的提出、研究目的和意 义、相关概念的解释以及文献综述。二是建立养老金正常调整机制的必要性。 三是基本养老金调整的现状及问题,对我国近年来的养老金调整的做法及特点 进行了总结分析,指出其中存在的问题。四是基本养老金正常调整机制模型, 提出了以城镇居民人均可支配收入为参照指标的具体模型。五是基本养老金正 常调整机制模型的可行性分析,从该模型的可操作性和合意性进行了实证分析。 六是简单结语,提出了我国建立养老金正常调整机制的建议。 关键词:企业职工;基本养老金;正常调整机制 1 Abstract Most of countries in the world have been established the adjusting mechanism of pension indexation. Ordinaryly, the pension adjusts with Wage Index, Consumer Price Index CPIor the combination of Wage Index and Price Index automatically or non-automatically. However, the present adjustment of basic pension in our country adopts the optimal and uncertain temporary subsidy measure that is lack of unified standardized mechanism of pension normal adjustment On the basis of summarizing and analyzing the current pension adjustment methods of China, the paper points out the problems and emphasizes the necessity of building up pension normal adjustment mechanism .It also gives the idea and principle we should follow. Regard this as the starting point, according to urban residents disposable income, bring up the core model of building normal pension adjustment mechanism This paper includes six parts: Chapter 1 Introduction, mainly introduces the purpose and significance of this problem, relevant concepts and literature reviewChapter 2 introduces the necessity of building up pension normal adjustment mechanism. Chapter 3 introduces the actuality and problems of basic pension adjustment, summarizing and analyzing the practice and characteristic of pension adjustment in the recent years in China. Chapter 4 introduces the model of basic pension normal adjustment mechanism, pointing out specific model according to urban
