建立我国现代农村金融制度的途径探索 摘 要 农村金融是现代农村经济的核心，能够通过对资本要素的合理配置推动现代农村经济的发展。改革开放以来，我国农村金融制度经历了恢复、发展和不断完善的复杂过程，但时至今日，农村金融制度的改革仍然是农村经济改革中最为缓慢、薄弱的环节，现有的金融服务不能充分满足农村经济的需要，农村金融制度的缺失严重制约着农村生产力的解放和发展，因此，建立体系完备的现代农村金融制度成为农村工作中的重要内容。 本文从相关经济学理论出发，结合我国农村金融的发展历程，通过分析我国农村金融制度的现状和存在的问题，并找出问题存在的原因，依据党中央国务院提出的基本政策，为完善我国现有的农村金融制度，提出建立现代农村金融制度的政策建议，分别是完善农村金融发展政策，提升原有农村金融机构的功能，积极发展新型农村金融机构和加快建立健全现代农村金融制度的体系，通过上述政策建议希望我国能够构建一个功能齐备、体系完整的现代农村金融制度。 关键词：农村金融制度；金融抑制；金融主体；金融监管 Of Establishing a Modern Rural Financial System in China Means ABSTRACT The modern rural economy, rural finance is the core element through the rational allocation of capital to promote the development of modern rural economy. Since reform and opening rural financial system has undergone rehabilitation, development and further improvement of the complex process, but now, the reform of rural financial system is still the most rural economic reform, the slow, weak links, the existing financial service can not be fully meet the needs of the rural economy, lack of rural financial system is seriously restricting the emancipation and development of rural productive forces, the establishment of a complete system of modern rural financial system has become an important part of rural work. In this paper, finance and institutional economics theory, combined with the development process of Chinas rural finance, rural financial system by analyzing the current situation and existing problems, and identify the reasons for problems, according to CPC Central Committee and State Councils basic policy, Improvement of existing rural financial system, proposed to establish a modern rural financial system, policy recommendations, namely improving the rural financial development policies, improve the functions of the existing rural financial institutions to actively develop new-type rural financial institutions and accelerate the establishment of a sound modern rural financial system The system, through the policy recommendations the author hopes to
