1编制背景

结合电力行业量测设备对适配各类通信技术和产品的要求,通过制定《电力量测设备与通信单元界

面接口规范》,制定统一的界面接口规范,定义量测设备与通信单元界面的基本特征,规范双方界面的

交互语言和流程,定义通信单元的功能特征和运行参数等描述信息内容,规范未来量测设备与通信单元

的设计制造,有利于减少大规模系统建设过程中的工厂集成和现场集成成本,以实现更广泛的互换性,

促进电力量测系统的良性发展。

2标准编制原则和主要内容

2.1编写原则

(1)坚持先进性与实用性相结合、统一性与灵活性相结合、可靠性与经济性相结合的原则,以标准

化为引领,服务国民经济科学发展。

(2)采用分散与集中相结合的讨论形式,深入挖掘并进行系统性梳理量测设备与通信单元建设现状,

通过本质化抽象各类数据设备本体和各种通信技术产品呈现在接口的公共特征,制定统一的界面接口语

言,实现适配多类通信单元,体现研究的科学性、先进性和实用性。

(3)认真研究国内外现行相关的国际标准、国家标准、行业标准、企业标准,达到相关技术标准的

协调统一,并考虑系统和设备的扩展性、兼容性。

(4)在确定本标准时,综合考虑行业水平和用户利益,注重标准的可操作性,寻求最大的社会、经

济效益,充
