spacethatcostsbillionsannually.Asthecountryemergesfromthe

pandemic,thefederalgovernmenthasauniqueopportunityto

reconsiderhowmuchandwhattypeofofficespaceitneeds.

Thistestimonydiscussesthe

preliminaryresultsofanongoingGAOreviewthat(1)assessestheextenttowhichagenciesutilized

theirheadquartersbuildingsin

selectedweeksofearly2023;(2)describesthecostsofunderutilizedfederalofficespace;and(3)

discusseschallengesagency

officialsidentifiedtoincreasingtheutilizationoftheirheadquarters

buildings.

attendancedatafrom24federal

agenciesforoneweekinJanuary,February,andMarchof2023.GAOcalculatedthecapacityofeach

headquartersbuildingbydividingthesizeofthebuildingbyaper-personbenchmarkusedbytheGeneral

ServicesAdministration.GAOthencalculatedutilizationforeach

buildingbydividingthein-office

attendanceforthesampleperiodbythecapacityforeachbuilding.Thepercentagesinthistestimonyare

preliminaryestimatesbasedonongoingworkandaresubjecttochange.
