In terms of scheme design, this paper adopts two strategies of network optimization and equipment upgrading, and formulates a series of specific measures, such as increasing the number and power of base stations, optimizing channel allocation and resource management, etc., with coverage, signal quality and network traffic as optimization goals. In the practical process, this paper has formulated a detailed implementation plan, including engineering construction, monitoring and evaluation, operation and maintenance, etc., and strictly carried out according to the plan, and regularly checked and evaluated the effect of the reform. At present, part of the reform work has been completed, and the coverage area has been expanded, the signal quality has been improved, and the network traffic has been controlled. However, there are still some problems, such as unreasonable base station layout and declining equipment quality, which need to be further solved.
