PAGE PAGE 6 城市基层自治组织管理存在问题及对策分析 --以贵州省遵义市红花岗区凉水居委会为例 摘要：社区公共事务是社区自治管理组织的目标对象。社区自治的主体是社区居民。社区自治的只要管理模式就是协调社区居民之间的权利关系，建立完善的社区服务管理机制。城市社区民主自治组织应始终坚持以人为本，亲民和为人民工作的指导思想，在服务内容和服务形式，反映社区居民寻求弱势群体群众的满意和认可，也彰显了人性化与制度化。针对不同社会需求的下岗职工、离退休人员、生活户、残疾人、困难家庭、外来务工人员等群体开展有针对性的服务。 社区参与是指直接或间接参与社区公共事务和社区发展管理的社区居民或社区组织的行为。社区参与者包括参与的主体、参与的客体和参与的方式。本文以社区居民参与为研究对象，以红花岗凉水居委会为调查研究的背景，从居民的参与意愿，参与的渠道和程度三方面分析红花岗凉水居委会在社区公共事务分析的存在的问题，并提出了一些意见和建议。 关键词：城市；基层；自治 Abstract: Community public affairs are the target of community autonomy management organization. The main body of community autonomy is community residents. As long as the management mode of community autonomy is to coordinate the rights relationship between community residents, a perfect management mechanism of community service is established.
