龙港“镇改市”过程中的大部制改革研究.doc

武汉科技大学本科毕业论文 摘要 作为中国特色社会主义制度的重要组成部分，党和国家机构是国家治理体系和治理 能力的重要支撑。伴随着新型城镇化和行政区划调整的进一步推进，如何改革和完善党 和国家机构改革已成为在推进区域治理现代化中所面临的一个重要问题。浙江省龙港市 作为全国首个“镇改市”县级市，根据“大部制、扁平化、低成本、高效率”的特点， 基本完成了地方党和国家机构改革，推动了社会基层管理能力现代化，但在实际运行中 仍存在困境。 通过文献研究、案例研究和实地调查等方法，研究“镇改市”过程中的龙港市大部 门机构改革，发现主要存在以下问题：法律法规的内在张力、组织结构对接不顺、人员 编制问题突出、社区治理能力较弱和数字技术运用不足等。为此，龙港政府应采取以下 对策：优化地方法规制度体系、协调组织结构及其工作对接机制、加强干部队伍建设、 调动社区等社会性力量、深化技术性赋能等。以上举措是龙港大部制改革的初步探索， 为地方政府机构改革提供了新的思路，有助于推进国家治理体系和治理能力的现代化。 关键词：大部制改革；机构改革；镇改市；浙江龙港 I 武汉科技大学本科毕业论文 Abstract As an important part of the socialist system with Chinese characteristics, the system of functions of the Party and state institutions is an important support for the national governance system and governance capacity. Along with the further promotion of new urbanization and administrative restructuring, how to build a modern institution and governance system has become an important issue facing these regions in promoting the modernization of regional governance. As the first town-to-city county-level city in China, Longgang City, Zhejiang Province, has basically completed the restructuring of its party and government organizations according to the characteristics of large department system, flattening, low cost and high efficiency, and has promoted the modernization of social and grassroots management capabilities, but there are still difficulties in actual operation.
