In accordance with a part of the data of the com- pensations for the land-occupations for the construction of the water resources project，highway project and railway project from the provinces of Henan，Hebei and Anhui，the different characteristics between the land-occupation for the construction of the water resources project and those for the other projects are compared from the aspects such as the preliminary planning and de- sign，the degree of attention paid by the local government concerned，the compensation standard and its proportion in the total in- vestment，the migration resettlement mode，the land-occupation and the demolition management system，etc. Key words: water resources and hydropower project; highway project; railway project; project construction management; land- occupation; migration 水利水电工程与公路工程、铁路工程一样，都 是用地量大户。与公路、铁路这种线性工程相比， 水利水电工程的类型要复杂得多，建设征地的特点 有很大不 同。 就 水 库 淹 没 区 来 讲， 集 中 连 片 地 征 地、整村整 组 地 搬 迁 方 式 与 公 路、 铁 路 没 有 可 比 性; 但是渠道、堤防、水闸、泵站等工程征地与公 路、铁路工程建设征地还是有不少相似之处。近年 来，由于国家对水利水电、公路、铁路等基础设施 投入较多，有不少地方出现了公路、铁路、水利水 电工程同时建设、同时征地的情况，加上现在信息 传播渠道多，信息透明度高，经常出现将公路、铁 路征地补偿单价与水利水电工程征地单价进行比较 的情况。而且给公众的普遍印象是水利水电工程比 公路、铁路工程征地补偿低很多。为了了解真实情 况，有必要对公路、铁路工程建设征地情况进行调 查，并与水利水电工程建设征地进行比较。 通过对河
