北京地铁线路公司组织结构和人员岗位设计的研究 北京理工大学工商管理硕士(MBA)学位论文 摘要 随着路网建设的迅速发展,北京地铁在城市公共交通系统中的比重逐渐扩大,成 为市民日常出行的主要方式。作为地铁三大基础设备之一的轨道线路,承担着越来越 繁重的运输任务,线路设备的维修量也在大量增加。由于历史原因和近年来新建线路 开通速度远大于老线开通速度,致使线路公司的人员使用效率偏低、维修能力还有待 加强;面对着日趋增长的线路里程,如果延续旧有模式进行管理,势必会大幅增加成 本投入。同时,由于管理能力的不足,对线路公司承接更多线路的发展形趋势成阻碍, 无法达到使线路公司做大做强的目标。因此,变更现有的组织结构,使其更符合当前 环境的需要,是顺应新形势发展的必然趋势。 本文依据管理学原理中有关企业组织结构的原理,通过变更现有组织模式来设计 出具备管理能力的项目部层级,结合科学的人员测算方法来探索出更高效的人员配 置,配套建立相应的管理机制来增强各单位的竞争能力、提高其维修和服务的水平, 以提高线路公司自身的设备管理水平,拥有能承接更多新建线路的线路设备维修能 力,达到扩大管辖幅度的目的。关键词:地铁;组织结构;人员配置;管辖幅度; IV 北京理工大学工商管理硕士(MBA)学位论文 Abstract With the rapid development of route network construction, the proportion of Beijing subway in city public traffic system gradually expand, become the main way of the citizens daily travel. Rail, as one of the three basic infrastructure, must bear more and more heavy transport task, and the maintenance quantity of the route equipment is also increased. Because historical reasons and new line’s speed opened is more than the old line’s speed opened in recent years, and it lead to the line of the workers is used low efficiency, maintenance ability needs more strengthen. Facing the lines mileage which is growth increasingly, if continued to use old mode for the management, it certainly will substantially increase the cost input. At the same time, because of the deficiency of the management ability, it will cause obstacles of the development trend with our company accepts more lines, and our company can’t achieve the goal which get us more bigger and more stronger.
