东北大学硕士学位论文 东北大学硕士学位论文 摘要 论新乡派说： 我国乡镇政府改设县政府部门派出机构的方案构想 摘要 乡镇政府作为我国的基层政府，本身存在众多的矛盾。机构臃肿、冗员众多、 职责不清、上下关系混乱，这一切均制约着乡镇政府职能的发挥，因此，改革乡 镇政府势在必行。我国目前进行的合并乡镇的改革，效果并不明显。乡镇改革需 要新的途径。乡镇渊源悠久，且在历史上几经变迁，历史上就存在三个不同的时 期，建国后也作过多次调整，乡镇作为基层政府的职能和规模并非一成不变。中 国历史上的乡镇曾经有过县级派出机构的经历，这证明乡镇政府可以作为派出机 构而不是一级政府存在。我国学术界所倡导的“乡镇撤销说”、“乡镇自治说”、 “乡派说”等均为乡镇政府的改革提供了不同的视角，值得借鉴。但综合学术界 的各种学说，以及美国、法国、印度等国外基层政权的建制和建设理论，将乡镇 政府改设为县级职能部门的派出机构更为可行和现实。这种不同于“乡派说”的 “新乡派说”融入柔性建制的理念，对乡镇党委及政府作了一次全面彻底的改革， 并且坚持适合中国国情，不同的地区可以有不同的规模和建制。这种完全不同以 往的改革方案，从实施原则、具体方案、检验标准等方面作了全面的论述，从而 使这种方案具有现实操作性。 关键词：乡镇政府；职能转换；机构改革；新乡派说；派出机构；柔性建制 ．H． 东北大学硕士擘位论文Analysis 东北大学硕士擘位论文 Analysis the theory of transforming towntownship government to the representative agency of county government departments Abstract Towntownship government as the grass govemmem of our country has much contradiction．Organizations are bigger,officers螂much more，functions are confusion．the relationship of government is chaos．灿l 0f that restrict the function of towntownship government．So we must face the reform．Now the refo咖focuses on the consolidation of towns,but the effect is small。The reform of town＆ township needs new way．Towntownship in our a眦n埘has long history,which can divides three periods．After the People’s Republic of China is set up．town township is also in reform．弧e function and mode of towntownship is in changing．In history towntownship government o躐as the representative agency of county government,which proves towntownship government can exist as the representative agency of county government．In theory there arc；three ways of reforming towntownship government．which辨dismissing towntownship government，towntownship government automatic and as the representative agency of county government．Afar discussing the way of theory and thinking about the grass government of foreign，such as America，France and India，we consider that towntownship government should be representative agency of the bureau of county government．There is a content of contingent construction in t
