TOD is also widely regarded as a model of low-carbon city or sustainable urban development by planners and policy makers, because TOD is also important to promoting use of green transports. However, the academic researches still confused and ar- gued about how TOD promote people to use green transports, especially in commuting, and what ’s the key element of it. The researchers holds two different opinions. Some believes that the neighborhood design and built environment is the key element that affects the travel behavior of commuters, while the other alerts the more important function of personal attitudes.
