PAGE PAGE 24 绿色贸易壁垒对陕西农产品出口的影响分析 摘 要 近年来，随着关税壁垒的日益削减，绿色贸易壁垒普遍被西方发达国家所采用，并迅速发展。绿色贸易壁垒作为一种非关税壁垒产生于20世纪80年代后期，90年代开始兴起于各国。发达国家以保护本国环境为名，通过绿色壁垒的实施，达到限制别国进口产品的目的，严重影响了发展中国家出口市场规模的扩大与经济增长。 众所周知，中国是最大的发展中国家，对外贸易深受绿色壁垒之苦，据联合国有关机构估计,陕西每年约有70 多亿美元的出口产品受到绿色贸易壁垒的不利影响。 陕西省是中国的一个农业重要省份，绿色壁垒成为陕西省农产品出口的巨大障碍。面对绿色贸易壁垒，陕西省的农产品出口有严峻的挑战和巨大的压力。而农产品贸易在陕西对外贸易总额中占有相当部分的份额。据海关统计，2010年，陕西农产品出口1.49亿美元,占出口总额的10%。因此我们必须对绿色壁垒有足够的认识和准备，找出积极有效的应对绿色贸易壁垒的措施，尽可能的减少或避免绿色贸易壁垒对陕西省农产品出口带来的巨大损失。 本文首先介绍了绿色壁垒的一些基本理论，以此为基础研究绿色贸易壁垒对陕西农产品出口的影响，并作出原因分析。最后提出切实可行的对策及建议。面对绿色贸易壁垒，我们必须以积极的心态和行动去应对。 关键词：绿色贸易壁垒；农产品；陕西；国际贸易 The Study of the influence about Green Trade Barrier on Shanxi Agricultural Products Abstract In recent years, with the tariff walks down day by day.
