RESEARCH RESEARCH ON PROPERTY R I GHT EXCHANGE AMONG THE REFORM OF STATE-OWNED NED I UM AND SMALL-S I ZED ENTERPR I SES ABSTRACT The reform of property right system in state-owned enterprises is one of the emphasis and difficult questions among the reform and development of 0111country at the present． AcedeIllic circles and press circles have many ceTISUrCS and contentions tO problems existed in the reform of state-owned enterprises’property right system．At the same time，the reality and practice call for the research of standardized operation of state-owned enterprises’reform． Especially after State-owned Property Supervision Commission of the State Council and ministry of finance issued Interim Measures of Management on Enterprises’State—owned Property Rights Exchange(the 3rd order)，state-owned property rights enter opening property right exchange market and trade standardly．Avoiding the loss of state assets is the important task during state—owned enterprises’reform at this stage．This article just searches on the problem．It uses the theory ofproperty right exchange and the method ofcombining standard analysis with experience analysis．At first．it introduces the process of state-owned medium and small—sized enterprises’property rights reform in our country，while prove that necessary． Secondly，it emphaticaily analysis the problems of state-owned enterprises’property right system reform whose main channel is property right exchange at the present．For example，the government who is the main body of property right exchanges how to play the role．State— owned properties should sell intemai people or outer people．It should how to price and lay down the procedure ofthe transfer．The author also put forward points to above problems．At last,combining the policy that the state issue on standardizing possession of state-．owned property rights，it edvances and demonstrate the thought and expedient to solve the problem of property rights exchange among state-owned enterprises’ref
