PAGE PAGE VI Abstract Public governance is an inexorable trend of the development of public administration theories and also an essential requirement to our countrys progress in administration. Currently, public governance theories are not matured and have not been widely and effectively utilized in administration practice and its effect has not been represented sufficiently. One significant cause for such situation is the lack of innovation in institutional model of public governance. Though the citizen governance with the spirit of republicanism builds a general framework of public governance, the clash between the significance and necessity of managing democracy can not be resolved. Fundamental characteristics of public sector is to providing guarantee for citizens to communicate relevant public issues. Now, public sector has become a platform for public governance and also objectively forms an suggestion network for it. Structure of public governance is pluralistic and co-governed, consists of common citizens, professionals, government functionarys and political leaders. This structure converts all relevant citizens suggestions into authoritatively co-governed will. The public governance builds a dual track mode. One is the public sector, the informal network of suggestion, is the creative democratic basis of the public governance. The other is co-governance structure, the formal will authority, builds the binding security system for public governance. The two parts complement each other, promote together public governance to come true, so that the inner trouble of citizen governance could be overcome and the conflict of democracy and efficiency in history could be solved.
