II II Abstract The regulation on government information publicity of PRC was carry out formally on May 1,2008,which represents that our country’s government information publicity is moving into a new era of having laws to follow,which is very important to promote economic development,support a fundamental right of citizens and accomplish the social’s equity and justice.At the same time,it also brings a rare opportunity to develop our country’s public library.As a social welfare organization, the public library must keep the purpose to serve the people and participate in the work of government information publicity, by its own professional advantages and the power given by the law. It should also play an active role in supporting all information rights of citizens and deepening the span and depth of government information publicity, and contribute to country’s government information publicity. In this paper,the present situation of using public libraries to promote Government Information Service in developed countries such as The United States, Australia, and New Zealand is briefly introduced by literature research, investigation, and comparative research. Under the new opportunities and challenges of our public libraries, the public libraries to carry out government information activities have begun to take shape.Now there are three development modes to learn from: Heilongjiang mode, Suzhou and Jiaxing mode. Through the demonstration of the activities of public libraries, it confirms that public libraries plays active role in the elimination of information non-existent phenomenon of Government Information Service, in avoiding conflicts between the Government Information and archives information, and in overcoming the digital gap. and, in turn, the public nature, geographical advantages, related legal support, and personnel advantages of public libraries provide a theoretical basis for public libraries to launch government information service.
