II II Abstract As means of production, intangible assets, and social wealth, information resource is as important as energy and material resources, whose place couldn’t be replaced in the structure of economy, society and resources. At present, the vast majority of the information resources are public, which are managed or offered by government or other public departments. Therefore, reinforcing the management and improving the service quality of public information resources has a close bearing on the depth and extent of the exploitation of information resources, and also on the interests of each citizen, social organization and even the whole society. However, there has been increasing problems arosed by fee-based service of public information resource in the progress of development and application of information resources in recent years, which has caused general concern of many scholars. Therefore, the government oughts to take a fresh look at these problems which must be regulated with brand-new ideas or methods. This paper changes into the research angle of view by fee-based service of public information resource, analyzes the problem of fee-based service of public information resource by using the methods of economics and science administration, through deducing the public belonging property and the qualities of property right, the paper examines closely to the two different types of fee-based service of public information resource. On the base of analyzing the reasons, the paper puts forward some government regulation measures. The whole paper can be divided into four parts: Chapter one is “introduction”.
