Abstract Abstract 万方数据 万方数据 Abstract Since 1980s, new public management movement has gradually arisen. Performance appraisal in government, as a major political activity, is becoming a hot spot in the united states and europe. In China, along with the starting of the administrative system reform and the establishment of the socialist market economy, the concept of local governments is staring to change and they introduced performance appraisal, which has aroused great concern in academe and political circles. How to improve our government performance has been an important subject of local governments, especially after our party issued CPC Central Committee on deepening the reform decisions on major issues at the third plenary session of the eighteenth central committee. For the establishment of service-oriented government and responsible government and for the development of administrative reform, it is highly important and necessary to carry out the performance appraisal in government. This article is comprised of several parts. Firstly, the article illustrates background of research, major issues and significance of research. Secondly, it shows thinking sense of research and main frame of research. Thirdly, this article obtained from the meaning, essence，features and value orientation to summary performance appraisa in government. Based on activities of performance appraisal of municipal departments in Quanzhou government, it introduces the history, the rise development and the operation procedure elements of performance appraisal. And it analyzes the problems and causes in the activities of performance appraisal of municipal departments in Quanzhou government. On the basis of practice in Quanzhou, it provides some targeted suggestions and countermeasures.
