III III II II 地方政府城市基础设施建设管理模式研究 摘 要 基础设施是国民经济和社会发展的重要保障，是城市赖以生存和发展的重要 基础，是新形势下推动城乡一体化建设的重要载体。基础设施的不断完善，对改 善人民生活水平，提升城市形象具有重要作用。近年来，随着经济社会的发展， 城市化进程的不断推进，城乡基础设施建设需求不断增加，城乡基础设施建设任 务也不断加大。但当前地方政府在城市建设和城乡基础设施建设管理方面还存在 诸多与基础设施建设增长需求不相适应的地方。 如何改革地方政府现有城市基础设施建设的管理模式，是摆在我们面前最为 突出的课题。本文试图解决这个问题。 本文通过文献查阅，得知目前对基础设施建设管理体制、基础设施建设投融 资模式、政府投资项目监管模式的研究较多，而将三者融合一起进行研究的较少。 正是基于这样的时代和行业背景，本文着手开展这项课题研究。 本文首先介绍了国内外城市基础设施建设管理历程、国内城市基础设施建设 发展现状和国外的管理经验，并就国内目前基础设施建设管理中存在的问题进行 了介绍和原因分析。 其次，分析归纳国内外城市基础设施建设管理模式的经验及带给我们的启 示，并提出了对当前城市基础设施建设管理模式的一些创新设想。 再次，以皖北五市与合肥市基础设施建设管理模式为例进行了比较分析和实 证研究，并给出了初步的评价。有效支持了本文提出的创新城市基础设施建设管 理模式理论。 最后，对全文进行总结，并就研究的局限提出了今后努力的方向。 关键词：地方政府 城市基础设施 管理模式选择 Research in the Management Pattern of Urban Infrastructure Construction by the local government ABSTRACT Infrastructure is the important safe guard for the national economy and the social development, is the important foundation for the survival and development of city ,is the important carrier for the urban and rural integration constraction under the new situation. With the infrastructure unceasing ,it plays an important role in promoting the peoples living level and promoting the city image. In recent years,with the development of economical society and the continuous progress of urbanization, urban and rural infrastructure construction demand has been increasing unceasingly,urban and rural infrastructure duty also unceasingly enlarged. But ,the current urban construction and urban and rural infrastructure construction management are remaining to be improved by the local government to meat the local demand growth.
