II II ABSTRACT As the state to further improve the administrative system, and establish a harmonious government and a harmonious society, the Ministry of Transport in Chongqing take the lead in implementing comprehensive law enforcement system.In most parts of China, to collect road toll on the inspection process, law enforcement officers on the roads will stop every car. This old traditional pattern is neither safe, nor inefficient. And at the same time it interfere the normal vehicle. This paper proposes the use of electronic law enforcement to reform of the old law enforcement management model and applies this to real work. This paper analyzes the technology development and engineering practice of the electronic auditing system. It detailed analyzes from systematic analysis of design and development, technology selection and analysis, to implementation of the system. This system is integrated with computer technology, image processing technology, intelligent transportation technology, and communications technology.Development tools and platforms are adopted with VC + + 6.0, and operator interface is based on framework and engine of Microsoft Foundation Classes.The key technologies are embedded database technology and vehicle identification technology based on dynamic image recognition.This paper detailed introduced technology features of the SQLite embedded database and the basic principle of image recognition and digitization, and also demonstrated the necessity and superiority of using SQLite database, and simply depicted the consequent and development direction of this system at last.This paper showed that using the correct projects and research methods with the relevant advanced technology, and a full analysis, comparison, demonstration, testing, and based on specific application needs are useful for researching and developing similar systems to achieve practical requirements in a relatively short period of time, and useful for accelerating the transforma
