A1though in recent y棚rs，the credit system in the cons位uction :field has made gr侃t achievements ，the construction ent仰ri脂s 町edit imperfections stil1 exist， e叩ecially the general contracting ent自prises credit problems，which are the force ofthe construction industry. In order ωbetter solve 由e credit problems in the construction :field， it is neces阻ry to study the gener叫∞ntracting ent呻rises credit evaluation in depth. Public governance theory is 由e theoretical basis and re阴阳h main line of this stud弘 which provides a strong theoretica1 support for the foundation of 也e credit evaluation system of the general contracting ent配prise. First òf a11，from the two ways which are 也e fundamental point of public govnance and establishing process of the credit evaluation system，this 由esis expound the application of the mechanism of the public governance theo:叩 in 由印刷dy. The credit evaluation index system is constructed based o:n literature analysis and qu创ionnaire investigation. Next，伽 principal component method and support vector machine combined model is established to evaluate the generalωntracting ente叩risesαedit ，and the acωracy of 由.e evaluatio:n results is veri:fied by a numerical example. The evaluation result of the comprehensive principal component analysis(PCA) model 佣nbo也 use as the input data of support vector machine model，and can be usα1 directly according to users needs. The two formats of output of the PCA and SVM combination evaluation model are the relative credit order and co:叩orate credit rating ，which the us町s can select 也e 斗‘format of needs.
