II II Abstract Since the 1980s, China’s academic circles have conducted extensive research of the costs from different perspectives and levels, the numerous theoretical achievements of the costs highlight its importance. Since the reform and opening up, China has made great achievements in political, economic, and cultural areas. However, the one-sided pursuit of material wealth has created a spiritual crisis of modern people. The spiritual crisis, from the perspective of costs, is the psychic costs with the development of modern social costs. The performance of psychic costs are, the political apathy and money worship, “perceptual” and sick of social psychology, the poor awareness of the rule of law and ethical anomie “reality” principle and the communism crisis of faith, life and values of benefits or reduce, vulgar fission, social credit crisis, and it reflects the non-rational, instrumental rationality and associated characteristics. The transformation of social patterns and the adjustment of interests, the initial establishment of China’s market economy has not improved; the lagging political reform, the deterioration of social humanities environment and the deviation of the theory of cognitive are the deeper causes of psychic costs. The principal means of solving psychic costs problem are that we should deepen economic reform, adjust the pattern of interests, share the fruits of development interests of the reasonable distribution mechanism for all people; we should get rid of dual economy structure, and realize the coordinated development of urban and rural areas; we should eliminate unnecessary monopoly, ensure the market players have rational competition and equal opportunities; we should strengthen the political system, rule of law, eliminate the political soil of “rule of man” and “official standard” mechanism; we should separate powers, build anti-corrosion system mechanism; we should demonstrate fairness and justice, build a service-oriented government.
